On the 23 October 2006, a meeting took place between cooperative leaders and the minister of labour, Luiz Marinho, in OCESP [the cooperative apex organisation of the Sao Paulo state].

The panel was composed of Mr. Edivaldo Del Grande, president of OCESP, federal deputy Luiz Antonio Medeiros, Cootrabalho president Geraldo Balod, Unisol president Arildo Mota Lopes, and Marcel Cypriano, president of Cotraesp [confederation of trade unions of Sao Paulo state].

The minister confirmed the need for a legislation that would stimulate the establishment of new worker cooperatives. When asked why the urgent vote of the draft cooperative legislation had been delayed at the National Congress [Brazil’s parliament], the minister committed itself to come back to discuss the issue with the president of the republic. He said that the decision to delay the vote had been taken because more time was needed to discuss the draft legislation.

Mr. Geraldo Balod, president of Cootrabalho, suggested to convene a national plenary with all the involved entities, before putting the law to the vote. The minister accepted this suggestion.
