CICOPA position on the ICA consultation regarding the Cooperative Principles

The International Cooperative Alliance (ICA) launched in January a consultation regarding the “Guidance Notes on Cooperative Principles” including comments on the 3rd 5th and 7th principles, following a decision made at the ICA General Assembly held in Manchester in October 2012. CICOPA has just published its position based on CICOPA’s own consultation with members.

The International Cooperative Alliance (ICA) launched in January a consultation regarding the “Guidance Notes on Cooperative Principles” including comments on the 3rd 5th and 7th principles, following a decision made at the ICA General Assembly held in Manchester in October 2012. CICOPA has just published its position based on CICOPA’s own consultation with members.

As mentioned in the position paper itself, CICOPA wishes to underline the need to cover all cooperative principles. The 3rd (Members’ Economic Participation), 5th (Education, Training and Information) and 7th (Concern for Community) principles are certainly key ones. Nevertheless, the 7 principles reinforce each other and should be seen as a whole. In analysing the considerations drafted on these 3 principles, one can find out that considerations on the other 4 are lacking. For example, the problems encountered under some notes of the principle 3 would probably be solved if the 2nd Cooperative Principle (Democratic Member Control) was included in the guidelines as well.
